Shauna Finlay is an Edmonton-based lawyer and Qualified Arbitrator (Q.Arb) with more than 20 years of experience in administrative law, municipal matters, regulatory compliance, environmental law, taxation and assessment, and dispute resolution. She is listed on the Government of Alberta’s official Arbitrator roster for municipal dispute resolution and is recognized for her thoughtful, practical, and procedurally fair approach to conflict resolution.

Shauna is a partner with Reynolds Mirth Richards & Farmer LLP and regularly advises municipalities, regulatory bodies, non-profit organizations, private entities, and public sector organizations on complex legal and governance matters. Her arbitration experience includes procurement disputes and serving as one of the designated arbitrators for the New West Partnership Trade Agreement (NWPTA) bid protest mechanism, where she has authored and chaired arbitration decisions.

Her legal and dispute resolution practice focuses on administrative law, professional regulation, municipal taxation and assessment, environmental and municipal law, expropriation matters, boards and tribunals, insolvency matters, and litigation involving public bodies and regulated organizations. Shauna has appeared before all levels of court in Alberta, including matters reaching the Supreme Court of Canada.
